Project logistics — customs and transport for industrial, infrastructure and energy projects

A project cargo is not one shipment but dozens, arriving over months, from several suppliers, often oversized and always on a deadline set by the construction schedule. Medrom plans the customs side before the first lot is shipped, clears each lot as it arrives through Constanța or another point of entry, stores what the site cannot yet receive and delivers on call — so that customs never becomes the reason a crane stands idle.

Planning the customs process before the cargo ships

The largest savings on a project are made before anything is loaded. We review the supply list and the contracts with you and your suppliers and settle in advance the questions that otherwise surface at the port: the tariff classification of each equipment item and of the spare parts shipped with it; whether the goods can be declared as a complete installation or must be declared line by line; the origin and the proof of origin available; the customs value when equipment, engineering and installation are invoiced together; and which procedure is best for each lot — release for free circulation, temporary admission for equipment that will leave again, inward processing, or storage in a free zone or customs warehouse until the site is ready.

The result is a customs plan for the whole project: what documents each supplier must issue, which office each lot will be cleared at and what duties and VAT to budget for. Details of our representation options are on the customs brokerage in Romania page.

Constanța Port: clearance on our own ramp, storage in the Free Zone

Most project cargo for Romania arrives by sea through Constanța. Our head office is inside Constanța South–Agigea Port and we work daily with the terminals in Constanța North and South. Break-bulk and heavy-lift pieces, containers and flat-racks are declared on arrival; if customs decides to inspect, we present the goods on our own physical-inspection ramp, handled by our team with our equipment.

Lots that the site cannot yet receive are stored in our 4,000 sqm of warehouses in the Constanța South Free Zone, without payment of import duties until they are called off, or in our 1,000 sqm customs warehouse in Bucharest. Cargo routed through Thessaloniki or Koper is handled with our partners there and cleared at destination in Romania. See also our customs broker in Constanța page.

Heavy, oversized and out-of-gauge cargo

Transformers, turbine components, reactors, vessels, cranes, modules — cargo that does not fit a standard truck needs a route survey, transport permits, escort vehicles and sometimes temporary changes to the road itself. We organise these transports with specialised partners by road, rail or Danube barge, and we coordinate the customs formalities so that the permit window and the release of the goods coincide. Through our inland delivery service we also move the ordinary lots — containers, pallets, consumables — to the site.

Delivery in lots, on the project's schedule

  • One file per project — every lot is tracked against the supply list, so you know at any moment what has arrived, what is cleared, what is in storage and what is on its way to site.
  • Call-off deliveries — cleared goods are delivered from the port or from our warehouses when the site is ready to receive them, in the order the construction schedule requires.
  • Site documentation — customs documents, delivery notes and proof of delivery are provided for each lot, for your accounting and for the project's own records.
  • Re-export and returns — equipment imported temporarily (cranes, tools, test equipment) is discharged correctly when it leaves, and rejected or surplus items are returned to the supplier with the right customs treatment.

Frequently asked questions

When should we involve you in a project?

Before the first lot is shipped, ideally when the supply contracts are being finalised. Most customs problems on projects come from invoices, Incoterms and documents agreed without thinking about the customs side.

Can you store project cargo until the site is ready?

Yes — in our 4,000 sqm of warehouses in the Constanța South Free Zone, without payment of import duties until the goods are called off, or in our 1,000 sqm customs warehouse in Bucharest.

Do you handle oversized cargo?

Yes. We organise heavy and out-of-gauge transports with specialised partners by road, rail or barge, including route survey, permits and escort, and we align the customs release with the transport window.

Can equipment used for installation be imported temporarily?

Yes. Cranes, tools and test equipment that will leave Romania after the works can be placed under temporary admission and discharged when re-exported, with the correct documentation from the start.

Do you work with foreign contractors that have no company in Romania?
