What a customs broker does

A customs broker (customs representative) prepares and lodges customs declarations, calculates import duties, handles correspondence with the customs office and follows the operation through to release. For the importer or exporter, that means a single interface with the customs authority and an operation that does not stall on documentation details.

Medrom Logistics has been a customs broker since 2004, with a team of over 80 professionals and activity at 11 customs offices in Romania.

Direct or indirect representation

We can act in two ways, depending on your situation:

• Direct representation — we declare in your name and on your behalf; you are the declarant, we prepare and lodge the declaration.
• Indirect representation — we declare in our own name, on your behalf. This is the usual solution for companies not established in the European Union that import into Romania.

The form of representation affects liability for the customs debt, so we discuss it before the first operation, together with the power-of-attorney documents required.

Operations covered

• Import (release for free circulation) and export declarations.
• Transit (T1/T2) and discharge of transit operations at destination.
• Special procedures: customs warehousing, inward and outward processing, temporary admission, end-use — subject to the authorisations available.
• Entry and exit of goods in the Constanța South Free Zone.
• Presenting goods for physical inspection and assistance during the inspection.
• Use of simplified procedures where the client or Medrom holds the required authorisation.

How we work

1. Documents — commercial invoice, packing list, transport document (B/L, CMR, AWB), certificates of origin or any other document required by the nature of the goods.
2. Checks — tariff classification, customs value, origin, applicable trade policy measures; we flag any issue before lodging.
3. Declaration — lodged electronically with the competent customs office; we track the status and respond to the authority's requests.
4. Release — we confirm release, send you the documents and, if you wish, coordinate warehousing or delivery of the goods.

Where we are

Own offices in Constanța and Constanța South–Agigea, Bucharest, Ploiești, Galați and Călărași. For the other customs offices in the country we work through partners, with the same coordination from the Medrom team.
