Why a customs broker with local teams in Bucharest

Bucharest is the largest consumption and distribution market in Romania and the point where road, rail and air freight meet. Goods arriving from the EU and from third countries are cleared at three different customs offices around the city, each with its own working hours, procedures and particularities. The three customs offices we serve

Each office is staffed by our own customs brokers, not by subcontractors. If your goods are routed through a different customs office than planned, the file is handed over between our teams without you having to re-send documents.

What we do at the Bucharest customs offices

• Import — release for free circulation, including tariff classification, customs value, origin and the VAT and duty calculation.
• Export — export declarations and exit formalities (this requires Romanian Customs UMG registration and empowering Medrom for export operations).
• Transit — opening and discharging transit operations to and from Bucharest, including goods moving on to Constanța or to other customs offices in Romania.
• Customs warehousing — placing goods under the customs warehousing procedure in our authorised warehouse, storage without payment of import duties and staged release for free circulation.

Road, rail and air cargo

The Bucharest teams are organised by mode of transport rather than by client, because each mode has its own documents and timing:

• Road — trucks and groupage arriving from the EU or from third countries via the Romanian borders; T1/T2 transit, CMR, import clearance at the customs office of destination.
• Rail — wagons and containers arriving at the rail terminals around Bucharest; CIM consignment notes, transit discharge and import declarations.
• Air — shipments landing at Otopeni; air waybills, temporary storage at the cargo terminal, fast-track clearance for urgent goods.

A 1,000 sqm authorised customs warehouse for all three offices

The three offices are backed by a common warehouse of 1,000 sqm for which Medrom holds a customs warehousing authorisation. Non-Union goods can be stored there without payment of import duties and VAT until they are released for free circulation, re-exported or moved under transit. This is useful for stock that is sold in stages, for goods waiting for documents or licences and for distributors that want to postpone the duty payment until the goods actually leave for the customer.

Because the warehouse serves all three customs offices, we can bring goods cleared or held at Otopeni, Bucharest or Ilfov to one place and organise deliveries in Bucharest and across Romania from there.

How the operation runs

1. You send us the commercial documents (invoice, packing list, transport document) and, for a first operation, the contract or power of attorney and your EORI number.
2. We check the documents, classify the goods and tell you in advance what duties and VAT will be due and whether any licence or certificate is missing.
3. We lodge the declaration at the competent customs office — Bucharest, Otopeni or Ilfov — as soon as the goods are presented.
4. If customs asks for a documentary or physical check, our local team handles it on the spot.
5. You receive the release and the customs documents needed for your accounting; if required, we store the goods in our warehouse or organise the delivery.
