Customs transit and discharge of transit operations

Customs transit lets non-Union goods move between two customs offices without paying import duties along the way. We prepare the transit declaration, track it in the system and make sure the operation is properly discharged at destination — because an undischarged transit means a customs debt for the holder of the procedure.

When you need transit

  • The container arrives in Constanța, but clearance takes place at the customs office near your factory or warehouse.
  • Goods enter the EU through Romania and continue to another Member State or leave the Union.
  • Goods leave the Constanța South Free Zone or a customs warehouse for another customs office.
  • Export goods that leave the EU through an office of exit other than the office of export.

What we do

  1. Opening the transit — T1 (non-Union goods) or T2 (Union goods) declaration in NCTS at the office of departure, with the required guarantee.
  2. Tracking — we monitor the operation in the system and the deadline for presentation at destination; we alert the carrier and consignee if delays or irregularities appear.
  3. Discharge at destination — we present the goods at the office of destination (or at the authorised consignee) and confirm discharge of the operation.
  4. Undischarged transits — if an operation shows as not ended, we gather alternative proof (delivery documents, the subsequent declaration, confirmations from the office of destination) and submit it to the office of departure for discharge, before recovery proceedings start.

The transit guarantee

Every transit needs a guarantee covering the potential import duties. We agree from the start which guarantee is used — yours, the carrier's or the broker's — because that determines who is the holder of the procedure and who is liable if the operation is not discharged.

Where we open transits

From Constanța and Constanța South–Agigea (our office in the port), from Bucharest–Otopeni for air cargo, and from the other customs offices where we are present: Bucharest, Ploiești, Galați, Călărași. For other offices of departure or destination we work with partners, coordinated by Medrom.

Frequently asked questions

What happens if a transit is not discharged?

The office of departure starts an enquiry procedure and, if it cannot be proven that the goods reached destination, import duties are collected from the holder of the procedure. That is why we track every operation and step in with alternative proof before that stage.

What is the difference between T1 and T2?

T1 is used for non-Union goods (for example an uncleared container from Asia). T2 is used for Union goods passing through a territory where the EU regime does not apply (for example through Switzerland or another common-transit country).

Can you open a transit for a container you did not clear?

Yes, if we have the transport documents and your mandate. We often do this for freight forwarders who want clearance at the consignee's customs office.
